1960s OLDSMOBILE TORONADO LEMANS RACE CAR with a race car design, featuring stripes and the number 18.
This is a tin toy car from Asahi Toy ATC (see image 13)!

[Condition and Missing Parts]
One hubcap missing (see image 11), no box.
It is unknown whether the car originally had a windshield.

Images 18 and 19 show the body and interior after cleaning. It's noticeably cleaner! I also used cotton swabs to clean the interior as much as possible.
A plastic-like part came out from inside the chassis. I've attached it to the underside of the chassis just in case (see images 16 and 17).
